上海市静安区科技创业中心简介
（The Introduction of Shanghai Jingan Scientific and Technical Pioneering Center）
上海市静安区科技创业中心原名为上海市科技创业中心闸北分中心（根据上海市科学技术委员会沪科（2001）第312号文件《关于同意建立闸北区高新技术孵化基地暨上海市科技创业中心闸北分中心的批复》）。2002年在闸北人民区政府的重视和支持下批准建造闸北区科技创业中心云华科技孵化大楼。2005年8月，云华科技孵化大楼正式启用。中心经过几年的建设与发展，2009年8月经上海市科技创业中心和闸北区科学技术委员会同意批准上海市科技创业中心闸北分中心正式更名为上海市闸北区科技创业中心。2009年9月经过国家科技部评审，中心成为闸北区内继上海国家大学科技园后第二家国家高新技术创业服务中心，并由科技部正式授牌。2013年中心又分别获得上海市人力资源和社会保障局认定的首批“上海市创新创业孵化示范基地”和上海市知识产权局认定的“上海市知识产权试点园区”。2015年4月1日因原闸北区和原静安区“撤二建一”，中心正式更名为“上海市静安区科技创业中心”。
“中心”的单位性质是区科委所属的独立核算，自收自支的全民事业单位，是社会公益性、非赢利性的科学技术事业服务机构。
“中心”的功能定位是：促进科技成果转化，培养高新技术企业和企业家，促进我区高新技术成果的产业化。
“中心”的运作机制是：“政府引导、市场化运作、企业化管理”。
“中心”的发展目标是：成为区域科技创业的高地、技术创新的源头、成果转化的平台。
多年来，在各级政府的指导支持下，静安科创中心不断进取发展，现已成为地方区域内孵化科技创新的“摇篮”。中心根据上海市科技创业中心和静安区科学技术委员会对中心的要求——“一个区一个中心、以一个中心发展建设区域科技创业孵化基地、培育创新氛围、促进科技成果产业化”，中心近年来随着“一中心多基地”的模式发展而不断完善，通过吸引资本投资、整合资源，输出资本、管理及品牌，先后参股和管理输入数十家创新基地和科技园区，总建筑面积已达20万平方米：上海云华科技创新创业基地、上海新慧谷科技产业园、上海IT青年创新创业孵化基地、上海锦荣科技创新创业基地、上海3G媒体产业园、上海久合金融信息服务科技园、新华文化科技园、上海聚园信息服务外包产业基地、上海信息产业融合孵化基地、上海龙软信息服务外包基地、上海恒通信息服务外包基地、上海大学生云华园、上海IT青年科技创新创业苗圃等。同时静安科创中心辅导区域内国家级科技产业园区筹办产业园区内的孵化基地并辅导其积极申报市级、国家级孵化器。
静安科创中心在“一中心，多基地”的发展模式下，积极推进孵化基地之间的公共服务平台建设，例如：搭建技术服务体系公共平台、投融资服务公共平台、信息交流共享平台、孵化器管理人员培训平台等，与各孵化基地联手共建、优势互补，打造从专业孵化到综合孵化、多元孵化，各显所长的联动共享机制。同时，整合各孵化基地优势资源，为初创企业提供所需的社会资源，如为企业与政府部门、科研院所间相互架接，以解决企业人才短缺、技术落后等问题，以实现最大范围内的服务、技术、资金等资源的共享，促进孵化器之间在本区，乃至全球范围内的交流与合作。
Shanghai Jinan Scientific and Technical Pioneering Center, (JATP)used to be named as Shanghai Technology Innovation Center, Zhabei Sub Center (according to the NO.312 file, About the Permission of Setting the Jingan Hi-tech Hatch Base, by Science and Technology Commission of Shanghai Municipality, 2001). In 2002, the Zhabei Scientific and Technical Pioneering Center Yunhua Technology Hatch Building was admitted to be built with the concentrating and support by Zhabei government. In August, 2009, Shanghai Technology Innovation Center, Zhabei Sub Center was renamed as Shanghai Zhabei Scientific and Technical Pioneering Center and was awarded by the Ministry of Science and Technology, become the second national hi-tech pioneering service center after Shanghai National University Science Park. In 2013, the center was rewarded as the first batch of Shanghai Innovation and Pioneering Demonstrative Hatch Base by Shanghai Municipal Human Resources and Social Security Bureau, and awarded as Shanghai Intellectual Property Experimental Park by Shanghai Intellectual Property Administration. In April, 2016, the center was renamed as Shanghai Jinan Scientific and Technical Pioneering Center, (JATP) because of the union of Zhabei District and Jingan District.
The center is an individual public service institution (PSI) owned by the whole nation in operating and accounting under Jingan Committee of Science and Technology. It is a nonprofit technological service institution.
The function of the JATP is to promote the transformation of scientific and technical payoffs, train the new high-tech enterprises and enterprisers, and promote the industrialization of the high-tech achievement in our district.
The operating mechanism of the JATP is government guidance, market operating and enterprise management.
The target of JATP is to become the leading position in regional scientific and technical startups, the source of technological innovation, and the platform for the achievement’s transformation.
For years, under the guidance and support by government at all levels, JATP has been developing and has become the cradle for incubating the regional technological innovation. Basing on the requirement-one district, one center, set a base of regional scientific and technical startups; create the atmosphere for innovation, and promote the industrialization of technological achievements, raised by Shanghai Technology and Innovation Center and Jingan Science and Technology Committee, the center has been perfected with the pattern-one center, several bases, developing. By attracting capital investment, uniting resources, exporting capital, management and brand, there are scores of innovation bases and sci-tech parks are involved in the form of equity participation and management imports. The total area has reached 200 thousand square meters, including Shanghai Yunhua Technological Innovation and Pioneering Base, Shanghai Xinhuigu Hi-tech Industrial Park, Shanghai IT Youth Innovation and Pioneering Hatch Base, Shanghai Jinrong Technological Innovation and Pioneering Base, Shanghai 3G Media Industrial Park, Shanghai Jiuhe Financial Information Service Hi-tech Park, Xinhua Cultural Hi-tech Park, Shanghai Juyuan Service Outsourcing Industrial Park, Shanghai Information Industry Hatch Base, Shanghai Longruan Service Outsourcing Base, Shanghai University Student Yunhua Park, Shanghai IT Youth Technological Innovation and Pioneering Park, and etc. At the same time, JATP guide the national hi-tech industrial parks in the district to build the in-park hatch bases and help them to apply for municipal or national incubators actively.
Under the the pattern-one center, several bases, the JATP actively promotes the set-up of public service platform between the hatch bases, such as building the public service platform of technical service system, investment and financing service, communication and sharing of information, training for the incubator manager and so on. JATP will cooperate with hatch bases to develop together, have complementary advantages, and set the joint sharing mechanism of hatch from simple to integrative and polynary. Meanwhile, the JATP will congregate advantage resources of hatch bases, provide needed social resources for new and startup companies. For example, connects the enterprises with government departments and scientific research institutions, to solve the problem of the short of talent or lag in technology, to share the resources of service, technology, and funding, to promote the regional, even global communication and cooperation between incubators. |
